Coxswain Grade 3 NC
Coxswain Grade 3 Near Coastal (NC) lets you operate a vessel less than 12 metres for specified purposes in specified waters.
Generally speaking, it’s a good qualification to have for low-level marina work, maitenance work, oyster farmers and so on.
Coxswain Grade 3 (formerly called Exemption 38) is widely considered to be the best value-for-money, entry-level commercial boating qualification currently available.

How do I get a Coxswain Grade 3?
1. Confirm your eligibility
Ensure you hold a current recreational boat licence issued by an Australian state or territory. We can assist you with this if you don’t already have one (additional fee applies).
2. Accumulate the required sea service Log at least one day of qualifying boating experience.
3. Gather supporting documents
You need to lodge the declaration we give you along with other documents (see below).
4. Lodge your application Take your application in person to an AMSA-contracted Australia Post outlet, pay the application fee and submit the form.
Supporting documentation
In addition to the declaration our trainers provide you with on successful completion, you need to have:
– A copy of your recreational boat licence
– Evidence of your sea service
– A current medical fitness certificate (domestic seafarer), and
– First-aid qualification (unless operating only in a marina).
– Complete AMSA form 426
Once AMSA has approved your application your certificate of competency will be issued and mailed to the delivery address given on your application form. AMSA will also email you an interim certificate of competency.

What can I do with Coxswain Grade 3?
Command and operate the engines of a vessel less than 12 metres long with outboard engine propulsion less than 250 kW, or inboard engines less than 100 kilowatts
– Carrying no more than 6 persons including crew and master
– In daylight hours only, if carrying passengers
– Operating within the following: a marina, a mooring area in sight and communication of a marina inland waters, smooth waters, within 1 nautical mile of shore, inside or within 1 nautical mile of an aquaculture lease or in waters approved for daily transit to and from an aquaculture lease
Command and operate the engines of a tender less than 12 metres long with outboard engine propulsion less than 250 kW, or inboard engines less than 100 kilowatts
– In daylight hours only, if carrying passengers
– Operating within either: if you have completed the Maritime Training Package units: 3 nautical miles of a parent vessel within the exclusive economic zone and in line of sight of the parent vessel; or if you hold a recreational boat licence, RYA Powerboat level 2 course or Australian Sailing Powerboat Handling course: 1 nautical mile of a parent vessel within the exclusive economic zone and in line of sight of the parent vessel
Command and operate the engines of a vessel less than 12 metres long with propulsion power for inboard or outboard engine of up to 500 kW
– That is used only for towing people
– In daylight hours only
– In waters approved as a water ski area by a State or Territory authority.
What do I need to bring?
Identification
Australian Drivers Licence and/or boat licence or current passport and Medicare card.
Suitable Clothing
Clothes that are suitable for boating (i.e., enclosed shoes, warm clothing etc).
What happens on the day?
1. First, there’s a brief meet-and-greet, during which your trainer will explain the declaration process and outline the practical tasks you’ll be expected to demonstrate to an industry standard. We recommend you complete in-house familiarisation sessions beforehand to get to know the vessel and its Safety Management System.
2. Following the meet-and-greet, your trainer will verify your identity and issue the enrolment forms for you to complete.
3. Your trainer will observe you undertake the activities detailed the declaration. You should already be familiar with these tasks that you will be assessed on prior to the day.
4. Students who demonstrate competency will receive the declaration; those who are unable to meet the required standard will not, and must book and pay for an additional assessment.
5. Using the declaration provided to you upon successful completion, you are now able to lodge your application to AMSA. You’ll need to have the following to do this:
– A copy of your recreational boat licence
– Evidence of your 8 hours boating experience
– A current medical fitness certificate,
– First-aid qualification (unless operating only in a marina).
